Oregon became the first state to implement a statewide mandatory rent control policy this week, limiting landlords to once-per-year rent increases that cannot go over seven percent, plus inflation.

Gov. Kate Brown (D) on Thursday and it went into effect immediately, providing much-needed relief to residents dealing with increasing rent costs and rampant homelessness.

The move comes at a critical time in the United States, as states across the country struggle with a widespread housing affordability crisis. Salaries with rising rent costs, and few states have enough affordable housing to meet the necessary demands.

These realities led Oregon to move rather quickly, thanks in large part to the groundswell of activism by tenant advocacy groups that elevated the voices of vulnerable and displaced tenants who have been affected by the state’s rising rent costs, evictions, and housing shortages firsthand.

“Oregon has a strong history of kind of wrestling with these hard issues and trying to take action on them, compared to other states that seem less willing to confront these issues head on,” Corianne Scally, principal research associate at the Urban Institute, told ThinkProgress. The advocacy on the part of activists cannot be discounted, she added, as grassroots leaders “gave a voice to renters that have been displaced from their homes over and over again.”

Many of these tenants ended up prior to the passage of the bill, shedding light on how the housing crisis has affected them.

“This has been a huge hit for my family,” one tenant said, according to the Oregonian. “Without the connections that I have made in my community, I would not have housing right now … I cannot afford housing otherwise.”

A released in 2017 found that one in three Oregon residents spend more than half of their income on rent, a significant difference from the national average of 17 percent, according to a recent Pew Charitable Trusts .

The percentage of people in the United States who are rent burdened — or, people who spend more than 30 percent of their pretax income on rent — increased about 19 percentage points from 2001 to 2015, Pew reported. Those who were “severely rent burdened,” or spend more than 50 percent of their income on rent, almost doubled between 2001 and 2015. The problem is especially significant for black households, which are far more likely to be rent burdened than white households.

Despite this, few states have come close to Oregon’s achievement. While New York has a statewide rent control law, cities can opt out of participating. In the last election, California voters rejected a that would have done away with restrictions on rent control.

Other states and cities have taken a piecemeal approach. , for instance, is mulling over a proposal that would tax high-end developers to tackle the problem of limited affordable housing in the city. In , local officials in 2016 started a wildly successful affordable housing loan fund that subsidized the building of rental units for individuals and families earning up to 60 percent of the area’s median income. has contemplated implementing a similar program.

But no state has been able to match Oregon’s sweeping law, as rent control remains a controversial issue, Scally said.

“The existing evidence on rent control is somewhat scattered. The reality is that it’s never been tried at a statewide level in the U.S. and it’s unclear what all of the outcomes will be for all affected parties,” she said. “Most evidence point to rent control being helpful particularly for low-income tenants in terms of helping to keep their rent lower. The rest of it, though, is a bit murky in terms of, how does it affect landlord behavior and action? And also in terms of looking at the housing market … How does it affect production?”

“Ultimately, there’s concerns about developers voting with their feet and choosing to go places with lower restrictions,” Scally added.

A more realistic solution, one that may appeal to more cities and states, Scally said, may lie in community ownership of land, not rent control.

“The fundamental problem … is tied up in land costs,” she said. “That is what drives a lot of development costs … Finding some way to gain more community ownership over land and try and take that land out of the speculative market so the cost of that land doesn’t keep going up and up.”

Scally added that community land trusts — or non-profit, community-based organizations that buy land for the purpose of creating affordable housing — are a model many cities can and already do follow.  

As ThinkProgress reported last spring, community land trusts in Puerto Rico have allowed families to co-own land to help residents evade eviction and displacement. In 2017, New York City’s Department of Housing Preservation and Development announced a $1.65 million grant for community land trusts to meet affordable housing and neighborhood revitalization goals. And a predominantly black neighborhood in Washington, D.C., Anacostia, plans to have its first community land trust in 2019 to help tackle the problem of skyrocketing rent costs and gentrification, which has threatened to price many longtime residents out of their homes.

“That’s a critical component of building more affordably,” Scally said. “Putting land in control of communities.”

Unfortunately, we won’t be seeing any more of this after Japan’s 2-3 loss to Belgium yesterday, which knocked them out of the last-16 and the World Cup.

Rather than leaving the stadium bitter and disappointed, Japan stayed as delightful as ever and did some final cleaning up and thanking of their fans before heading home from the tournament.

In a heartwarming display, Japan’s team remained on the pitch to bow to their dedicated fans after the defeat.

They also cleaned their team’s changing rooms in Russia, and left a thank you note written in the hosting country’s language.

It’s effect was as strong as sedatives, sleeping pills and relaxants which can cause depression, dizziness, hypotension, muscle weakness and impaired coordination.

“We have discovered a new class of GABA receptor modulator which can be administered through the respiratory air,” Ruhr University Professor Hanns Hatt told The Telegraph.

Jasmine could be as a sedative, sleeping pill, and in the relief of anxiety and agression, Hatt said.

The name Jasmine is derived from the Persian yasmin which means “a gift from God,” because of the intense fragrance of its flowers.

Mat Kearney shares latest songs with Jefferson audience — and saves room for favorites

During Wednesday’s show at the Jefferson Theater, Mat Kearney will be sharing music from “Crazytalk,” the spring release that contains his hit “Kings & Queens.”

Some musicians distance themselves from their early successes, but after a decade as a critically acclaimed songwriter and performer, Kearney can see the true value of his more clearly. That’s why Wednesday’s show will include both new hits and older ones that continue to resonate with audiences — and with Kearney himself.

“I feel like I’ve got a lot of colors to paint with on this tour,” said Kearney, who’ll be sharing a bill with Atlas Genius and Juke Ross.

“I always play some new songs and some older ones. I love playing the songs that got me where I am. ‘Nothing Left to Lose?’ I still enjoy playing that song.”

“Nothing Left to Lose,” the title track of his 2006 major-label debut, captures an exhilarating commitment to pursuing his dreams that he never wants to outgrow.

“That song was specifically about me stepping out and being scared — and still dreaming,” he said. “That message still resonates with me. The longer you do something, maybe, the more you have to lose. Maybe it’s more important to me [now] to be stepping out boldly.”

Since releasing “Nothing Left to Lose,” Kearney has become a platinum-selling artist, and a husband and father. As his fame grows and his work and family responsibilities increase, he’s determined not to neglect his devotion to songcraft and the creative life.

“It is interesting,” he said. “I never got into this to have a job or pay a mortgage, although it can become that.

“Anytime I can return to that place and be that kid in the garage playing with his friends, I fight for that. It’s just reality; it takes more effort to return to that pure place. It’s totally still there. You just have to kind of put the horse blinders on and focus.”

These days, the Eugene, Oregon, native is living and working in Nashville, Tennessee. His songs have been featured on television in “Grey’s Anatomy,” “NCIS,” “So You Think You Can Dance,” “Parenthood,” “The Vampire Diaries,” “30 Rock” and “The Hills,” to name just a few. His sound has been popular with fans of rock, folk, hip-hop and contemporary Christian music.

Kearney created much of “Crazytalk” in his home studio.

“I enter the time vortex when I’m in the studio,” he said. “This new record, I produced about half of it myself. There’s good and there’s bad about that.”

A little solitude can be efficient and emboldening, for instance. “You’ll maybe take chances or you’ll try things that” you might not if others are listening, he said.

At the same time, “there’s a beauty to when more people are together. Both have their advantages.”

Collaboration encourages him to try new sounds and approaches; Kearney said he ends up “going places that I never would’ve gone on my own. That’s what I love about collaboration; these young dudes have no rules.”

Striking the right balance between sticking with what works and turning creative impulses loose pays off.

In songwriting, “I’ve done it awhile, and there are things that have worked,” Kearney said. “You have these systems that have worked.

“It’s also fun to have someone say, ‘We’ll, what if we do it this way?”’

The craftsmanship side of songwriting also appeals to him. “It’s almost like [being] a woodworker,” he said. “You’re learning to be more efficient and how to do more with less.”

When he’s on the road, “I always bring a little mobile recording studio,” Kearney said. “You can bring a laptop and get most of your album done.” It’s also a convenient way to capture contributions of special guests on tour.
